I've chosen not to upgrade, based on numerous reports of badly-designed/hard-to-use/uncustomizable interface and features. It doesn't have the setting described above. Quicken 99 does phone home when importing banking transactions. I do not use Quicken to download information from the web. Perhaps it's controlled by Edit->Options->Internet Options->Connection tab->Only during One Step Update. My Quicken 2002 makes no attempt to access the web.
